WASHINGTON—An influential bipartisan commission on China recommended Tuesday Congress expand the Federal Trade Commission’s authority, which would allow it to examine the influence of foreign government subsidies earlier in the process of considering large mergers and acquisitions involving foreign companies.

Companies aren’t currently required to disclose such subsidies to the FTC.
