The UK government has told Greater Manchester leaders that it will impose the strictest coronavirus restrictions on nearly 3 million people if no deal is reached by midday on Tuesday, in a dramatic escalation of the standoff.
The communities secretary, Robert Jenrick, said on Monday night that if no agreement is reached by noon on Tuesday: “I must advise the prime minister that despite our best endeavours we’ve been unable to reach agreement.”
