WASHINGTON—Senate Republicans failed to secure enough votes Tuesday to advance the confirmation of Judy Shelton to a seat on the Federal Reserve’s board of governors because two GOP senators were absent because of coronavirus-related health precautions.

Ms. Shelton, an outspoken critic of the central bank and a close friend of President Trump’s economic adviser Lawrence Kudlow, faces opposition from three senators in her own party, further setting back her prospects as the window for a confirmation vote narrows.
